Superior Court of Los Angeles County Launches Judicial Challenge Portal and Issues Amended General Order to Assist Attorneys with Compliance with J.O. v. Superior Court California Supreme Court Decision

The Public Portal Identifies Code of Civil Procedure Section 170.6 Peremptory Challenges Made by Attorneys, Parties or Law Firms

Today, the Superior Court of Los Angeles County launched a Judicial Challenge Portal (Portal) to help parties, attorneys, and the Court evaluate objections made pursuant to the California Supreme Court’s recent decision in J.O. v. Superior Court (2026) 19 Cal.5th 753 (J.O.). General Order 2026-GEN-010-01 has also been amended and is available here.

The Portal is accessible within the Court Access Portal and provides information on judicial peremptory challenges made by attorneys, parties, or law firms under Code of Civil Procedure section 170.6. The amended General Order allows challengers to bypass the sworn declaration or oral attestation by accepting the Court’s new online data on their past Section 170.6 challenges instead.

Viewing Peremptory Challenges
Court users may access the Portal by logging into the Court Access Portal and navigating to the Judicial Challenges tab.

  • Users may filter their search by organization or law firm, attorney, or party. Users can also sort the results by clicking on the column headings.
  • The Portal may be accessed remotely.
  • CCP 170.6 information is available for challenges made within the preceding 365 days of the search and will be updated daily.
  • Confidential cases are excluded from the Portal. Cases with limited confidentiality, such as Unlawful Detainer cases, have limited information.
  • For more information on how to use the Portal, please refer to this reference guide and video tutorial.

The implementation of the Portal follows the California Supreme Court’s May 2026 decision in J.O. and the Court’s subsequent General Order, announced in July 2026, which established new procedures for determining whether a Section 170.6 peremptory challenge constitutes a bad-faith blanket challenge under J.O.

The Court’s amended General Order 2026-GEN-010-01 addresses bad-faith blanket challenges under Section 170.6, which J.O. found harmful to judicial operations as the challenges may be misused to shop for a preferred judge, delay proceedings, disqualify a judge based on the judge’s view of the law or personality traits, intimidate or punish a judge for past rulings, or serve as a vehicle for gender or racial discrimination.

Amended General Order 2026-GEN-010-01 requires any party or attorney, when making a challenge, to provide a verified written declaration or oral attestation under penalty of perjury, disclosing their recent history of challenges to the assigned judge. The amended order also mandates contemporaneous submission and timely service of the declaration. The amended order allows challengers to bypass the sworn declaration by accepting the Court’s new online data on their past 170.6 challenges instead. The X-LIT 035 form is also updated to align with the amended General Order and is available here. The Portal, launched today, will help attorneys comply with the General Order.
